Jack graduated from Oregon State University in
1970 with a bachelor’s degree in civil engineering. Prior to his senior
year, he married Jeanie in 1969. He began his career in water /
wastewater engineering and contract construction with the City of Salem
Utilities Department, designing, specifying, inspecting and
administering city construction contracts improving waterlines, sewer
lines, and pump stations. His fascination with construction and
equipment drew him to join a pipeline construction contractor as
engineer / estimator where many water and wastewater projects including
river crossings, a river and an ocean outfall, as well as residential
improvements were completed for cities in Oregon, Washington, and Idaho.
In 1976, Jack joined the Boatwright Engineering
firm in Salem, where for fourteen years he designed and administered
construction contracts under the Farmer’s Home Administration loan and
grant programs for water and wastewater improvements for rural community
systems and small cities in Oregon. These projects included packaged
water treatment plants, standpipe reservoirs, pumping stations, and STEP
system lagoon treatment facilities. During this time, Jack and Jeanie
cared for foster children, had two boys of their own, and adopted two
girls from South America.
With children leaving the nest there was room for
more. So in 1990 they adopted three Oregon children, two girls and a
boy. Jack returned to municipal contract construction by joining a
heavy underground construction company specializing in large diameter
pipe installation and deep trench excavations. Projects completed
included sewer improvement districts, interceptor lines, water
transmission mains, and a river outfall in various Oregon cities.
In 2001, Jack joined the firm of David Evans and
Assoc. in Salem to assist their construction project manager with the
documentation required on federal and state funded bridge construction
projects. Projects included bridges for Tri-Met, ODOT and several Oregon
counties. As with previous career changes, another addition was made to
their family by adopting their 2-1/2 year old granddaughter, Christina.
Now as Jack and Jeanie enjoy their growing
family, i.e. six grandkids, Jack is looking forward to being involved
with the great staff at Oregon Association of Water Utilities since the
1st of April 2009. He is also looking forward to the working
relationships with the folks in the rural water system communities that
he enjoyed so much in his early career days.
Jack
and his family enjoy beach reunions, camping and hiking. He also likes
to get the grandkids on downhill snow skis in the winter and in the
summer work on home building projects.
